Comptroller of Currency
The Office of the Comptroller of the Currency was created by act of Congress approved February 25, 1863 (12 Stat. 665), as an integral part of the national banking system. The Comptroller, as the administrator of national banks, is responsible for the execution of laws relating to national banks and promulgates rules and regulations governing the operations of national and District of Columbia banks. Approval of the Comptroller is required for the organization of new national banks, conversion of State-chartered banks into national banks, consolidations or mergers of banks where the surviving institution is a national bank, and the establishment of branches by national banks
